Default IP Policy

"Default IP Policy" can set the default monitoring/filtering policies based on ip ranges.
If an ip address can be applied to several rules, only the top one will take effect.
"Default policy for unmonitored computers" is applied for computers who are not "Monitored" in "User-computer Table".
